M&V: why every saving carries its uncertainty
“3%” and “3% ± 8%” are two different things. When uncertainty exceeds the saving, it should not be the basis for invoicing.
The purpose of Measurement & Verification is not a flattering percentage but a defensible interval. Under IPMVP Options B / C / D, ASHRAE Guideline 14 and Energy Administration methods, every saving should state its uncertainty.
When uncertainty exceeds the saving itself, the figure is not fit for performance guarantees or shared-savings invoicing. Client and AirFuture look at the same data, so there is nothing to dispute.
